History of the Adult and Aging Commission

The Commission on Aging was established by the Board of Supervisors in November 1972. The Board recognized that Sacramento County needed a Commission on Aging in order to receive funds earmarked for senior services awarded only to counties who had a local Commission on Aging. At its inception, the Executive Committee of the Division on Aging of the Community Services Planning Council (CSPC) was designated as Sacramento County’s Commission on Aging. It is interesting to note that in 1972 the Board recognized that a “visible agency with designated authority would allow a base for more coordinated effort in providing services for senior citizens within our community.”

The Commission served as the only review body for senior programs in Sacramento County until the Area 4 Agency on Aging was established in 1974. The Board of Supervisors continued to support the idea of a strong local Commission on Aging in addition to A4AA, which serves seven counties, feeling that a county-level perspective and input to decisions about senior services was an important element in providing appropriate levels of service to Sacramento County. Board of Supervisors Resolution 76-472 of May 1976 designated the Commission to act as the “clearing house” for all proposals for services for senior citizens. The number of voting members of the Commission was set at nine and a budget of $13,215 established to cover part-time staff and operating expenses.

As a direct result of a national trend in rapid growth of the senior population, and the resulting increased visibility of senior issues and concerns, the Board of Supervisors passed Resolution 83-1033* on August 2, 1983. The Board recognized that there was a lack of coordinated oversight of the growing number of senior services, and in order to keep apprised of problems and concerns designated the Commission to serve as the focal point for seniors and to report on a regular basis.

The Commission on Aging has steadily increased its visibility as the County’s focal point for planning and coordinating senior services. The Commission grew to eleven voting members, three full-time staff and a budget of $109,00 in 1987.

In 1994, the Board of Supervisors established Resolution 2000-0024, establishing the Sacramento County Adult and Aging Commission. The mission of the Sacramento County Adult and Aging Commission is to advise the County Board of Supervisors on matters relating to dependent and older adults through its roles as advocate, systems oversight body and a voice in the community.
