Why Do a Street Count?
The federal department of Housing and Urban Development (HUD) requires that jurisdictions conduct a Point-in-Time Homeless Count on their streets and in their shelters every other year. Sacramento has gone above and beyond this requirement by committing to conducting a count every year. Starting with the count in January 2007, Sacramento now utilizes a more sophisticated methodology based on models in New York City and Los Angeles.
The resulting Point-in-Time Count numbers are reported to HUD in the annual Continuum of Care Grant Application, as well as used for local planning purposes.
After this count is conducted, a formula created by the Urban Institute and Corporation for Supportive Housing is applied to the Point-in-Time data to estimate the number of people in Sacramento County who experience homelessness over the course of a year.
January 2007 Street Count Reports
In 2007 over 200 community volunteers canvassed streets, parks, river banks, and other areas to count people and record basic demographic information.
